FEFAC releases Professional Recommendation on EUDR implementation
On 23 September 2024, FEFAC made its Professional Recommendation on the Implementation of the EUDR (LINK) relevant to compound feed manufacturers’ activities publicly available. This publication is intended to assist FEFAC member associations in discussions with their national competent authorities on the implementation of Regulation (EU) 2023/1115 on deforestation-free products (EUDR), addressing the checklist of actions that compound feed manufacturers would need to carry out to meet the requirements of official controls
The publication provides relevant guidance to compound feed manufacturers for any business activity that is identified as operator/trader activities in the Regulation, linked to placing feed materials on the EU market that are included in the scope of the EUDR Annex I (i.e. soybean meal and palm oil co-products) and the specific provisions for cattle feed containing Annex I products. The document thereby also highlights that compound feed (HS 2309) placed on the EU market is not included in the EUDR Annex I scope, and therefore not subject to any EUDR obligations, even if this contains products listed in that Annex I.
The Professional Recommendation is based on key learnings from FEFAC in the process of engaging with the European Commission, Competent Control Authorities of Member States (CCA) and soy & palm value chain partners since the entry into force of the EUDR, subject to external legal advice received. It is designed as a “living document”, meaning it will be updated at regular intervals reflecting ongoing consultations with the European Commission (EU Multi-stakeholder Platform on Deforestation) and Member States resulting in updated official guidance (via FAQs or announced European Commission and or national Guidelines/checklists for operators/traders).
The FEFAC Professional Recommendation also makes reference to the FEDIOL/COCERAL Common Practices and Recommendations on Implementation of the EU Deforestation-free Regulation, published on 20 September 2024.
